Your action plan should not just show what you want to happen in the immediate future of the business it should also highlight your longer term goals.
Having long term plans will help the management (committee or otherwise) to plan for the future. Having these plans in place will help if there are any changes to the committee or management and will help new staff see how the business will develop.
